Physical Restraints in Schools: DOE Issues New Memo

NOVEMBER 8, 2005 - The Bureau of Special Education is pleased to provide this document titled: “Guidance on Considering the Use of Physical Restraints in New Hampshire School Settings.” This document was created by a team of volunteers under the request of the Bureau of Special Education. Claudia Ferber, NAMI NH Child and Family Services Coordinator, served on this taskforce.

The Taskforce’s recommendation was that all schools be proactive in their approach to physical interventions and restraint by developing effective policies and by training staff in the evidence-based practices of crisis prevention, de escalation and effective systems of response. This document has been developed to assist both public and private school boards in developing policies that ensure the physical safety of students and staff under the very specific circumstances when a student is at substantial risk of harming self or others. All individuals who are involved in working to create positive school climates that encourage social, emotional and academic growth are encouraged to be aware of this document.
